Kaduna’s parliament has requested financial records and contractual dealings of the El-Rufai’s administration after Uba Sani’s complaints of heavy debts.
The Clerk of the Kaduna State House of Assembly, Sakinatu Idris, has asked the state commissioner of finance to submit all documents concerning financial and contractual dealings of ex- governor Nasir El- Rufai from May 2015 to May 2023 to her office.
This was contained in a memo dated April 22, 2024.
The Kaduna state house of Assembly had on April 16 set up an adhoc committee to investigate financial and contractual dealings of the El-Rufai administration, following revelations by Governor Uba Sani that the state is being strangulated by heavy debts.
The memo signed by the clerk, asked the commissioner to submit 30 copies of each of the documents requested to reach her office on or before Thursday, April 30, 2024.
The memo titled, “Request for the submission of memorandum and documents”, reads: “The Kaduna State House of Assembly at its 150th sittings on Tuesday, 16 April, 2024, RESOLVED and constituted an Ad-Hoc
Committee to investigate loans, financial transactions, contractual liabilities and other related matters of the government of Kaduna state from May 29, 2015 to May 29, 2023, in accordance with Order XVI, Rule 9 of the Standing orders and rules of the Kaduna State House of Assembly, 2019 and Sections 103, 128 &129 of the Constitution of the Federal Republic of Nigeria 1999 (as Amended).
“Accordingly, I am directed to request you to forward to the Ad-Hoc Committee Memorandum to be accompanied with the under listed documents
and all other documents you consider relevant to the assignment of the
Committee:
“Total loans from May, 2015 to May, 2023, with the approvals of the Kaduna State House of Assembly; the Accounts into which the loans were lodged and drowns as recorded by Project Finance Management Unit (PFMU) & Debt Management Office (DMO).
“Relevant state executive council minutes of meetings, Council’s extracts and resolutions with regards to the loans.”
Other documents requested by the memo include, “Payments and outstanding labilities to contractors from May, 2015 to May, 2023.
“Reports of salaries paid to staff from 2016- 2022…Terms and purpose of loans and conditions on those loans.
“All records of payments made to all contactors engaged by the state government and relevant documents from May, 2015 to May, 2023, including Bank statements, modalities for payments of contracts; and documents of all payments made to the contractors.
“Sales of government houses, properties and account where the proceeds were lodged and how the money was expended.
“Thirty copies of the memo/documents should reach the office of the Clerk to the Legislature on or before Thursday, 29 April, 2024 by 10:00 am.”
