Sule Allahbamulafiya, Chairman of the Kaduna State Civil Service Commission, announced that 3,391 civil servants will participate in promotion examinations on Tuesday.

Speaking at a media briefing at the commission’s headquarters in Kaduna, Allahbamulafiya revealed that Governor Uba Sani has approved the simultaneous conduct of the 2023 and 2024 promotion exercises.

The initiative aims to acknowledge the hard work and dedication of public servants, enhancing their morale and motivation. The examinations will address the backlog of pending promotions within the core civil service, involving 3,391 officers.

Allahbamulafiya emphasized that the commission prioritizes merit in both recruitment and promotion, while also considering representation from all 23 LGAs of the state, gender, and individuals with disabilities.

Recent decisions by the commission include the introduction of an aptitude test for new applicants, recruitment to fill vacant and newly created positions, and the revocation of delegated powers (GL. 01-06) from MDAs to prevent misuse.

Although the commission planned to implement computer-based testing (CBT) for examinations, this has been deferred to 2025 due to time constraints.

A 50 per cent pass mark is now required to qualify for oral promotion interviews, with an increase in the overall pass mark for promotion from 60 per cent to 70 per cent for directorate-level officers.

The commission will also expedite the handling of disciplinary cases, setting a maximum timeframe of eight weeks for resolution. Additionally, the Employee Performance Management System (EPMS) will replace the Annual Performance Evaluation Report (APER) to ensure promotions are based on merit.

Regarding ongoing disciplinary cases, Allahbamulafiya reported that nine officers have been dismissed, two compulsorily retired, five demoted, and ten given serious warnings.

The chairman reaffirmed the commission’s commitment to enhancing the effectiveness of the state’s civil service, aligning with the state government’s ‘SUSTAIN AGENDA.’
